Approve the Staff Position Classifications and Updated Salary Schedule effective July 1, 2024.

BACKGROUND:

On June 6, 2024, the Board approved the FY 2024-25 Annual Budget which included a new position, and two position reclassifications.  In addition, subsequent to the approval of the Annual Budget, the Chief Executive Officer has determined the need to create an additional position to manage survivor benefits at SBCERA.  The attached Salary Schedule incorporates those changes as follows:

 

1.                     Adds the position of Benefit Payment Specialist at range 25, which is consistent with the range of other Specialist positions.

2.                     Adds the position of Human Resources Analyst at range 43, which is consistent with the range of the Investment Analyst position.  This position is a reclassification from Human Resources Specialist, although we have retained the Specialist position on the Salary Schedule for potential future needs.

3.                     Adds the position of Chief Human Resources Officer at range 81, which is consistent with the range of other Chiefs.  This position is a reclassification from Director of Human Resources and Risk Management, and the Director position has been eliminated from the schedule as it is no longer needed.

4.                     Adds the position of Survivor Benefits Manager at range 61.  While this position was not highlighted in the Annual Budget, based upon preliminary input from the pending audit, it is clear that creating a separate team to focus on survivor benefits is in the best interest of SBCERA members and beneficiaries.  No additional budget funding is requested at this time, as the position may be funded through other position vacancy(ies).   Should additional budget be required, staff will return to the Board mid-year.

 

COMMITTEE REVIEW:

The Executive Committee reviewed this item at its June 20, 2024 meeting, and recommends Board approval with a 2-0 vote. Vice Chair Basle was absent.

 

BUDGET IMPACT:

Costs for this item are included in the current year administrative budget.
