BACKGROUND:
In 2019, the Board adopted a triennial strategic plan for fiscal years 2020 through 2022; another plan was adopted for fiscal years 2023 through 2025. Both of those plans were architected and built on five aspirational pillars which are:
• Operational Excellence and Efficiency
• Superior Service Experience
• Quality Employer and Workplace
• Prudent Fiscal Management
• Effective Communications
Under each Pillar, the Plan identifies a series of Strategic Priorities which are specific, actionable projects and programs intended to implement the Pillars. Every six months since the Plan’s adoption, staff has provided an update on its progress on the Strategic Priorities, adding some additional ones along the way. The vast majority of the Priorities are multi-year efforts, and those not yet fully completed are expected to be rolled into a new Triennial Strategic Plan for Fiscal Years 2026 to 2028.
The plan informs how resources are budgeted and allocated each year, and staff believes that the plan continues to work well to help direct and prioritize efforts beyond the day-to-day operations of SBCERA. While staff believes that the plan is working well overall, we reviewed the framework of the plan with the Board at its March offsite, and previewed some new ideas for Strategic Priorities for 2026 through 2028.
With the Board’s input, staff revised and is proposing a new Triennial Strategic Plan for Fiscal Years 2026 to 2028, including both continuing and new Strategic Priorities. At the Board’s direction, the Plan maintains the same Pillars and Core Values.
