BACKGROUND:
General Policy No. 005 involves the periodic review of Board Policies and indicates that the Administrative Committee shall review Benefit policies every three years.
Pursuant to General Policy No. 005, staff has conducted a review of Benefits Policy No. 025 (Requests and Appeals for Pension Benefits) and has found that this policy needs to be rewritten to reflect the process and procedures that is required in order to meet the needs of its members in regard to appeal processing.
The policy is rewritten in its entirety to provide a more detailed process as to the following:
1. What type of benefits can be appealed
2. What are non-appealable issues
3. Outline for Appeal Process for Benefit Appeals
4. Matters that are referred to an Administrative Hearing
5. Failure to Appeal and Exhaust Administrative Remedies
6. Board Decision Upon Hearing Appeal
COMMITTEE REVIEW:
This item was reviewed by the Administrative Committee at its November 21, 2024 meeting, and recommends Board approval with a 3-0 vote. Committee Members Hatch and Rowe were absent. Trustee Stafford participated in their absence.
