BACKGROUND:
SBCERA staff is providing the following update on the current California legislative session and bills that would or may affect SBCERA if adopted and signed into law. Three of the public pension-related bills we were tracking this session will not move forward this year.
• AB 1383 would have rolled back some of the provisions of the 2013 Public Employees’ Pension Reform Act (PEPRA). It was made a two-year bill, so it will likely be back for consideration in 2026.
• AB 569 would have allowed public employers to contribute to supplemental defined benefit plans administered by unions. The bill did not make it out of committee.
• AB 1439 would have prohibited public pension funds from investing in development projects in California unless those projects had strong labor standards. The bill was withdrawn by the author during the committee process.
Meanwhile, SB 853 cleared the Senate and is awaiting a hearing in the Assembly Public Employment and Retirement Committee. This bill includes non-controversial “clean-up” provisions sponsored by the State Association of County Retirement Systems (SACRS), CalPERS, and CalSTRS.
SBCERA staff is tracking several bills that may affect SBCERA operations, including bills related to the Brown Act as well as local official training and disclosure requirements.
