Requested Benefit:
1. Service-Connected Disability Retirement with Supplemental Retirement Allowance
Staff Recommendation:
1. Correct the effective date of David Manning’s service-connected disability, where the Board previously granted an effective date of November 16, 2025.
2. Staff shall initiate the disability benefit payments with an effective date of November 16, 2024, the day after the last day of regular compensation.
BACKGROUND:
On August 6, 2026, the Board found Mr. Manning was permanently incapacitated for the performance of duties and that his disability was Service-Connected. The Board also determined that Mr. Manning is capable of gainful employment and therefore granted a Service-Connected disability benefit and denied the supplemental allowance with an effective date of November 16, 2025, as was recommended by staff. As a result of subsequent review, staff has determined that the day after the last day of regular compensation is November 16, 2024, and recommends that the Service-Connected disability benefit effective date shall be November 16, 2024.
