BACKGROUND:
Since 2019, SBCERA has implemented an indexed Cost of Living Adjustment (COLA) based upon the actual percent change in the Consumer Price Index for Riverside-San Bernardino-Ontario as reported annually in October of each year (for the period from September to September). This COLA was extended to all staff, although during the time period in which some staff was represented, that implementation was delayed pending the outcome of negotiations. After the decertification of the union, the COLA was adjusted and all employees were placed on a unified salary schedule.

Staff recommends that the Board continue its practice of approving an indexed COLA using the same methodology as applied for the last six years. Specifically, Staff recommends that the Board adopt a new SBCERA Salary Schedule for All Employees effective December 28, 2024 (the pay period including January 1, 2025), which reflects a 1.4% COLA adjustment. The proposed Salary Schedule is attached as Exhibit A, and would take effect on December 28, 2024, which is the pay period that includes January 1, 2025. This is consistent with past practice.

At the December 7, 2023 meeting, the Board approved a reduction of the employer pickup of member contributions to SBCERA (Tier 1 members only), to 2% effective December 2023 for all Tier 1 SBCERA employees. That was unified for all staff after union decertification. Given the 2025 COLA of 1.4%, staff recommends that the Board maintain the pickup for Tier 1 employees at the current 2% and postpone consideration of an additional reduction in the pickup for a time when a larger COLA can better absor...
