BACKGROUND:
Annually, the Board reviews, considers and determines the members of the Hearing Officer panel and Medical Advisor panel for the upcoming calendar year. In previous years this decision was determined by an Ad Hoc Committee, however, this year it has been requested that this matter be submitted to the Administrative Committee to review and discuss the past performance of the members of the 2019 Medical Advisor panel and the Hearing Officer panel, and provide a recommendation to the full Board.
Upon recommendation by the Administrative Committee and approval by the Board, staff will prepare contracts for these individuals to serve on the Medical Advisor panel and Hearing Officer panel for the 2020 calendar year, as applicable.
Staff continues to research the possibility of adding additional Medical Advisors to the panel. One of the difficulties of adding additional Medical Advisors is the requirement that the doctors attend Board meeting in person. Staff has received feedback that allowing Medical Advisors to appear at Board meetings telephonically would better meet the needs of potential panel advisors, and the Committee discussed this at length at its meeting.
COMMITTEE REVIEW:
This item was reviewed by the Administrative Committee at its December 19, 2019 meeting, and recommends Board approval, with a 3-1 vote.
The Administrative Committee discussed the option for the Medical Advisors to appear via telephonically at the Board meetings. The Committee recommends that this be allowed, after an initial face-to-face appearance before the Board. Additionally, the Committee discussed the appointment of the physicians to the Medical Advisor panel and appointment of attorneys to the Hearing Officer panel.
