BACKGROUND:

General Policy No. 005 involves the periodic review of Board Policies and indicates that the review shall be every three years.

 

Staff has completed the comprehensive review of General Policy 009, Building Security Policy.  As part of this process, the policy has been repositioned back to its intended role as a governance-level directive that clearly defines the SBCERA’s principles and expectations regarding building security.  All procedural and operational components previously embedded in the policy will be maintained in detailed operating procedures and guidelines instead.

 

This strategic realignment ensures that Board policies remain focused on governance-level priorities, while operational execution is addressed through clear, practical guidance for staff.  By separating policy from procedure, we believe we are strengthening our governance framework, promoting administrative clarity, and supporting staff in effectively implementing security measures consistent with the Board’s expectations.

 

Staff is confident that this approach enhances security oversight while maintaining flexibility to adapt procedures as operational needs evolve. 

 

As a result of this significant rewrite, we have provided both the existing policy and the proposed policy, but have not included a redlined comparison.

None.

 

COMMITTEE REVIEW:

This item was reviewed by the Administrative Committee at its meeting on July 17th, 2025, and recommends Board approval with a 4-0 vote.
