body

BACKGROUND:

The State Association of California Retirement Systems (SACRS) is hosting its Fall Business Meeting at the conclusion of the 2026 Fall Conference on Friday, November 13, 2026.  At the October 1, 2026 Board of Retirement meeting, SBCERA’s Board appointed Trustee Waner as voting delegate and Trustee Bracco as the alternate voting delegate.

Attached as Exhibit A is the complete SACRS Business Meeting packet for the November 13 meeting.  Of particular note is the legislative proposal for the 2027-28 legislative session.  One item of note in that proposal is a provision for the systems to reimburse the County plan sponsor for up to 25% of the salary and benefits of its elected active members.  Chief Counsel has raised some concerns with the language of that, and SBCERA has offered some language adjustments that would require both the Board of Retirement and the Board of Supervisors to adopt that section in order for it to be operative.  Because this is very early draft language which still needs to be reviewed and formally submitted to legislative counsel, staff expects there will still be substantial opportunities to modify the language throughout the proposal, and therefore recommends that the SBCERA delegate(s) vote in favor of the legislative package.

Exhibit B is the preliminary agenda for the entire SACRS conference, for the Board’s reference.
