Staff Recommendation:
1. Julio D. Bernal is permanently incapacitated for the performance of duties and a disability retirement should be granted.
2. Julio D. Bernal’s disability is nonservice-connected based on the claimed injury(ies)/disease as listed in Exhibit A; therefore, grant a nonservice-connected disability benefit.
3. Julio D. Bernal is not capable of gainful employment; therefore, grant the supplemental disability retirement allowance.
4. Staff shall initiate disability benefit payments with an effective date of December 29, 2025, date of application.
