Requested Benefit:

1.                     Non-Service Connected Disability Retirement with Supplemental Retirement Allowance

 

Staff Recommendation:

1.                     Correct the effective date of Dawn M. Spellman’s non-service connected disability benefit, where the Board previously granted an effective date of November 8, 2018.

 

2.                     Staff shall initiate disability benefit payments with an effective date of March 2, 2019, the day after the last day of regular compensation.

 

BACKGROUND:

On December 5, 2019, the Board found Ms. Spellman was permanently incapacitated for the performance of duties, that her disability was non-service connected and that she was not capable of gainful employment; therefore, the Board granted a Non-Service Connected disability benefit with Supplemental Retirement Allowance.  The effective date to commence the payment of the disability benefit was based on the application date of November 8, 2018.  After an audit of Ms. Spellman’s account, it was determined that the correct effective date for benefits should be  March 2, 2019, the day after the last day of regular compensation.  Because the audit was performed prior to her first payment date, there is no overpayment to Ms. Spellman.
