BACKGROUND:
Ms. Morse retired on December 28, 2013 and was re-employed on July 11, 2015 as a Program Specialist I in the Human Services Administrative Support Division. For the past four years, Ms. Morse assisted the Human Services Emergency Services Unit (HSESU) in establishing a sustainable ham radio emergency communication program. This program has been successfully transitioned to other staff to handle and now the department would like to have Ms. Morse assist in a new project to develop the HS Department Operations Center (DOC). The department expects it will take two years to complete the project at which point they will request an additional full-time position to handle the program. The recent extension request and memo received April 19, 2019 states Ms. Morse is the ideal candidate for this role due to her 23 year tenure at Department of Behavioral Health and success creating the DBH Department Operations Center. The department believes that extreme necessity exists to continue the retiree's employment beyond the 18-month limit so they can establish the DOC to safely and efficiently manage and respond to large disasters.

Pursuant to Government Code section 7522.56, 317680.6, and 31680.7 and SBCERA Administration Policy No. 015, upon receiving and reviewing the participating employer and retiree's justification to extend the retiree's employment beyond the 18-month limit for presumed compliance with the statutory "limited duration" standard, the Board must, based on the facts and evidence presented:
