Requested Benefit:
1. Service-Connected Disability Retirement
Staff Recommendation:
1. Justin P. McLean is permanently incapacitated for the performance of duties and a disability retirement should be granted.
2. Justin P. McLean’s disability is service-connected based on the claimed injury(ies)/disease as listed in Exhibit A; therefore, grant a service-connected disability benefit.
3. Staff shall initiate disability benefit payments with an effective date of July 6, 2019, the day after the last day of regular compensation.

Staff initially assigned Mr. McLean’s case to Dr. Hector; however, since Dr. Hector is no longer on the SBCERA Medical Advisor Panel, staff re-assigned the case to Dr. Naqvi. As part of the record, staff included the reports completed by both Drs. Hector and Naqvi.
