BACKGROUND:

General Policy No. 005 involves the periodic review of Board policies and indicates that the Administrative Committee review General policies every three years.  On March 5, 2015, the SBCERA Board approved updates to General Policy No. 012 removing the requirement of any person wishing to speak to provide identifying information to attend or address the Board and instead, the Policy encourages, but does not mandate that a speaker to provide the information.  The revision was to ensure compliance with the Brown Act, which states that a person may not be required to provide such identifying information. 

 

After review of the policy, it remains in compliance and staff does not recommend any substantive changes, except that the issue number, effective date should be updated, including the replacement of the word “Chairman” with “Chair.”

 

Attached as Exhibit A is a redlined version of the proposed changes.

 

COMMITTEE REVIEW:

This item was reviewed by the Administrative Committee at its February 18, 2021, meeting and recommends Board approval, with a 4-0 vote.
