BACKGROUND:
Staff received notification on March 22, 2024 from the Public Employment Relations Board (PERB) that SBCERA's relationship with SEIU as the exclusive representative of SBCERA bargaining unit staff has been dissolved effective March 22, 2024.

Staff recommends that the Board adopt a new SBCERA Salary Schedule for All Employees effective April 6, 2024, which is attached as Exhibit A. This salary schedule implements a Cost Living Adjustment (COLA) of 4.9%, for those employees in positions formerly represented by Service Employees International Union Local 721 which is based upon the actual percent change in the Consumer Price Index for Riverside-San Bernardino-Ontario from September 2022 to September 2023. This unified salary schedule provides those employees formerly represented by SEIU Local 721 the benefit of the compounding of the 2022, 2023 and 2024 COLA's which were previously provided to the unrepresented staff during negotiations to ensure parity among all staff.

Staff also recommends that the Board adopt the following benefits changes for those employees in positions formerly represented by SEIU Local 721:

For All Employees formerly represented by SEIU Local 721 currently receiving an employer pickup of member contributions to SBCERA (Tier 1 members only), such pickup will be reduced from 3% to 2% effective April 6, 2024. For Unrepresented Employees not currently receiving an employer pickup of member contributions, but who reach eligibility based on their legacy benefits groupings on or after April 6, 2024, they shall only be entitled to the same...
